Phillip is a lifelong resident of Nashville, growing up in the Inglewood-Madison area and currently residing in Green Hills. He is married to his college sweetheart, the former Christy Cason, and they have been married for thirty-nine years.

Phillip graduated from Montgomery Bell Academy in 1968. He graduated from the University of Tennessee with a Bachelor of Science Degree in 1972. He graduated from the University of Tennessee Law School in 1975 and was licensed to practice law in November of that year.

In November of 1975, Phillip became an associate of the Norman Law Offices. He began his legal career under the tutelage of attorneys Jack Norman, Sr., Jack Norman, Jr. (now Special Master, Fourth Circuit Court for Davidson County, TN); Seth Norman (now Judge, Division IV of the Criminal Court for Davidson County, TN); Muriel Robinson (Judge of the Fourth Circuit Court for Davidson County, TN, retired); and Herb Rich.

In his early years of practice, Phillip handled personal injury actions, criminal cases, probate matters and domestic relations cases. He has had experience trying jury trials in personal injury matters, criminal cases and even jury divorce trials. For the last twenty-five years of his thirty-six year legal career, Phillip has practiced domestic relations and family law exclusively. This includes divorce and custody actions, modifications of parenting time, child support and alimony, as well as orders of protection and juvenile court custody, parentage, dependent/neglect actions and prenuptial agreements.

Phillip recently received Governor Haslam's appointment to Davidson County's Third Circuit Court judgeship to fill this position until the August 2nd General Election. He had received the highest number of votes from the Tennessee Judicial Nominating Commission which was charged with recommending three candidates to Governor Haslam. In a recent Nashville Bar Association poll, Phillip was the most highly recommended candidate having been recommended by 93% of the attorneys expressing an opinion. He now needs your vote to be elected to the Third Circuit bench.
